RATIONALITY  RATIONALISATION  AND BUREAURACY

 

Weber’s concept of rationality and rationalisation are central to his theoretical, conceptual and methodological writings. He used these concepts with reference to Protestanism, capitalism, bureaucracy, social action and ideal type construction. He also discusses the nation of rationality in sociological investigation and value-free sociology.

Rationality refers to those ideas and behaviour which are logically coherent and consistent and amenable to empirical knowledge. Rationalisation refers to the process whereby rationality is applied to various aspects and activities of life. The conviction that rationality is the distinctive characteristic of human beings has made it a central theme in western philosophy for over two hundred.  According to Weber, the modern western world is characterised by rationality. Rationality and the process of rationalisation are very much related to rational action. Weber thought that all spheres of society, viz.., the economical political and legal spheres, in modern world underwent the process of rationalisation. To Weber rationalisation mean that “principally there are no mysterious incalculable forces that come into play, but rather one can, in principle, master all things by calculation. One need no longer have recourse to magical means in order to master or implore the sprits, as did the savage, for whom such mysterious power existed.”126 Rationalisation depends on the two types of activities:

  1. Strategies of social action; and
  2. adjustments of the means and ends of the action in attainment of goals.

 

Weber made distinction between the concept of rationality and the process of rationalisation. Weber referred to various ways to understand rationality in term of “Economical rationality”, “Instrumental rationality”, “Value rationality”, formal and substantive rationality”.128 On the other hand, Weber discusses different forms of rationality and categorised there on for broad typed: formal, substantive, practical and theoretical. In this context, “rationalisation refers to the overall historic process by which reality is increasingly mastered by calculation, scientific knowledge and rational action. Rationality, by contrast, is term weber used to refer to the capacity of social action to be subject to calculation in the means and ends of action”.129  Weber argues that action in modern society is based on the orientation of the actor and the social situation of action. For example, Scientist, Lawyers, administrators and policy makers may have different forms of rationality.

Weber discussed four types of rationality in this work:

(a)  Formal,
(b)  Substantive;
(c)  Practical; and
(d)  Theoretical or technical..
(a) Formal Rationality:

 

            The first and most important types of rationality, according to Weber, is formal rationality. It involves means-ends calculation. Weber used this term to designate the amount of quantitative calculation and accounting procedure that goes
 into an action or decision.130 formal rationality occur with r
eference to “universally pragmatic self-interests, and   regulation”.131Bureaucracy and rational-legal authority-based system may be considered as formal rationality. This form of rationality is also found in the economic, legal, political, and scientific situations. It is because of universally applied rules, laws, and regulations. In fact, Weber described capitalism and bureaucracies as “two great rationalising forces”.

To make it more clear, Weber described the overall effect of the formal rationalisation of the economy and bureaucracies on the western world. In economy and society, Weber says:

This whole process of rationalisation in the factory as elsewhere, and especially in the bureaucratic stage machine. Parallels the centralisation of the material  implements of    organisation in the hands of the master. Thus, discipline inexorably takes over ever larger areas as the satisfaction of political and economic needs is increasingly rationalised. This universal phenomena more and more restricts the importance of charisma and of individually differentiated conduct.

 

(b)Substantive Rationality:

 

A second form rationality directly orders action into patterns through clusters of values. Weber used this term to refer to the degree to which action is shaped by an orientation to values regardless of the nature of the ends or outcome of action. “Substantive rationality involves a choice of means to end within the context of a compatible system of values”. In other words, any value system that is compatible is substantively rational. Weber believed that formal and substantive rationality are opposed, and that ultimately substantive rationality views formal rationality as inimical to its own purpose.

 

(c) Practical rationality:

A third form of rationality discussed by Weber is practical rationality. Kalberg defined practical rationality as “Every way of life that views and judges worldly activity in relation to the individual’s purely pragmatic and egoistic interests.”people who practice practical rationality accept given reality. Within the framework of practical rationality, all the means of procuring desired ends are viewed as ‘techniques’ or strategies rather than as systems of values which are adhered to on the basis of ethical standards or criterion of action.138 It means practical rationality is concerned with ‘techniques’ based means to get desired ends. Practical rationality does not have believe on religious ideas and in metaphysical philosophical interpretation of either means or ends.

 

(d)Theoretical Rationality:

The last or fourth type, rationality, according to Weber, is theoretical rational “ Theoretical rationality involvesacognitive effort to master reality through increasingly abstract concepts rather than through action”. In fact, theoretical rationality imposes on reality by conceptual reasoning in terms of induction, deduction and soon. Theoretical rationality acts by producing an “image of the world” by means of abstract concepts and conceptualisation. Theshift from practical to theoretical rationality leads toadeparture from the concrete world to the world of abstraction with the aim that the actor transcend daily realities inaquest to understand the world asa meaningful cosmos. The effect of theoretical rationality on action is limited. Theoretical rationality, therefore, undertakes an orientation to reality in the realm of theoretical understanding.

In addition to differentiating among four types of rationality, Kalberg also deals with it from the perspective of methodical ways of life. “Practical rationality lacks this ability because it involves reactions to situations rather than efforts to order them. Theoretical rationality is cognitive and, therefore, has a highly limited ability to suppress practical rationality and seems to be more of an end product than a producer”. To Weber, substantive rationality is the only type with the “potential to introduce methodical ways of life”. Finally, subjugation of practical rationality leads to the development of formal rationality due to enormous emphasis on a methodical ways of life.

 

 

BUREAURACY

 

Max Weber has discussed in detail the concept of bureaucracy.  He has discussed this concept in the context of social power and prestige. Indeed,  bureaucracy is an administrative organization in which the distribution and classification of the power is of a particular kind . Bureaucratization is the result of the emergence of rational on a large scale. As weber  puts it once it is fully established , bureaucracy is among these social structure which are the hardest to destroy . bureaucracy is the means of carrying , community action over into rationally ordered social action .therefore ,as an instrument for societalizing relation of power bureaucracy has been and is a power instrument of the first order for the one who controls the bureaucratic apparatus . Under otherwise equal condition a social action  which is methodically ordered and led is superior to every resistance of mass or even of communal action , where the bureaucratization of administration has been completely carried through. , A form of power relation is established that is practically unsubscribe.

Functional  Features of Bureaucracy

Max Weber has enumerated characteristics feature s of Bureaucracy . These are as follows :

 

  1. Hierarchy of positions

 In Bureaucracy there is a hierarchy arrangements of posts and position s. In Bureaucracy there is  one chief functionary and under him there are several assistants , each of whom has in turn many assistant under him.

 

  1. Impersonal rules.

    The Bureaucracy set up is strictly governed by rules and regulations These rules and regulations are impersonal and impartial. This lends permanence and contiuty to the Bureaucrac functioning in Bureaucracy no person is indispensable. The Bureaucratic set up is like a machine in which the parts can be easily replaced without impairing the work of machine .thus it is the laws and not persons that make the Bureaucracy work .

 

  1. Clear and specified functions .

    In bureaucratic set up each member whether low or high in the hierarchy has his function determined and specified .the basis of the division of labour is efficiency and ability .the more able and efficient personal occupy higher wrings in the hierarchy .If  this principle is violated ,the Bureaucratic set up is liable to break up.

 

  1. Rules of control

    In Bureaucratic set-up the superior office exercise control over his juniors . however this control is not due to personal qualities of the officer but is on account of rules and regulations.

 

  1. Seperation between administrators and owners

 

    In a Bureaucratic set up the owners of an enterprise is not necessarily the highest officer . Indeed if an organization requires highly technical personnel .the owner may have no role in the actual  operation s of that organization.

 

  1. Lack of monopoly

    In Bureaucracy no person has monopolistic control and therefore no person is indispensable. If need be any person can be replaced .Or transferred.

 

  1. Written Rules , Decisions and commands

    In a Bureaucratic set-up all rules, regulations and decisions are reduced to writing in order to avoid ambiguity and misuse .To write down all laws and definition is very necessary for smooth functioning of Bureaucracy. Weber regards this feature as highly important part of bureaucracy .though some other decisively call it mere paper work .

 

  1. Expert Training

    The office management in bureaucracy is carried on by  means of expert training.

 

  1. Technical competence

    Employment and promotion in bureaucracy depends upon technical competence and specialised skill of the personnel in different positions .In is this characteristic which is responsible for technical superiority of bureauracy in the face of any other form of organisation .Weber writes. Precision ,speed unambiguity , knowledge of the flight continuity , didcretion unity strict subordination ,reduction of friction and of material and personal costs these are raised to the optimum point in the strictly bureauratic administration and especially in its monocratic form .As compared with all collegiate honorific and vocational forms of administration trained bureauracy is superior on all these points .And as far as completed tasks are concerned paid Bureaucratic work is not only more precise but in the last analysis it is often cheaper than even formally undermined honorific service.

 

  1. Full time vocation

     As the official work involves a it is efforts , bureaucratic office holding is a full time vocation .It requires total working capacity of the official.

 

  1. Selection

    Bureaucratic appointment are made not by election but by selection based upon definite rules specified by contract.

  1. Pecuniary benefits .

         Employment carriers with it provision for pecuniary benefits such as salary with a progressive grade along with perks in the form of free funnished or unfurnished residence , vehicle traveling  allowance ,medical disbursement, equity share , bonus and so on .The prestinge of a bureaucratic post is very much determined by the pecuniary benefits that it carries with it.

 

Communist government

Communists give a different meaning to ‘government and power’. Power here refers to political power. According to him, the government is a puppet in the hands of the capitalists, which only works to protect the ‘rich class’ from the ‘poor class’. According to him, the basis of political power is economic power. Those who have economic power in their hands, political power also comes in their hands. That’s why capitalists are the holders and operators of political power in liberal democratic systems. The major means of production and economic power remain in the hands of only a few people in the capitalist system, who use it to protect their own interests and increase wealth. Therefore, communists believe that in western democratic systems, the use of political powers and the facilities available in the form of fundamental rights are used only by the rich class, not the general public. This is just a formality of democracy, because the class with economic power is the operator and controller of the entire political system. So liberal democracy only makes sense for a few. In practice, they offer nothing more than theoretical opportunities for the masses to participate in the political process. According to communists, true democracy can be established only when the economic power is also vested in the entire society, so that the political power is also vested in the entire society and the governance can be operated by all, for all and by all. For this, communists consider it important to establish these institutional arrangements as pre-conditions of democracy-

 

(1) public ownership of the means of production and distribution;

(2) equal distribution of wealth;

(3) Monopoly of the Communist Party.

 

 

(1) The basic belief of communist ideology is that individual ownership of the means of production and distribution ultimately concentrates economic power in a few individuals. This type of concentration of economic power gives rise to class struggle. Due to this, the class with economic power starts oppressing and exploiting the class without this power. Due to the concentration of political power in their hands, the majority of the citizens of the society are forced to accept and adopt the ideals and values imposed by the capitalists in place of their political beliefs, ideals and values. Communists do not consider such a system as democratic. That’s why he says that to make democracy really practical, the obstacles coming in the way of publication of the beliefs of democracy should be removed. their

It is believed that these obstacles can be removed only by arranging public ownership on the means of production and distribution. Therefore, in the belief of communism, democracy cannot become practical until the ownership of the means of production and distribution is vested in the entire society.

 

 

 

The social ownership of the means of production and distribution makes the system of equal distribution of property essential. Due to the equal distribution of property, property does not become a cause of conflict, and does not give rise to inequality in the society. The vesting of economic resources in the entire society frees the society from those shackles, which obstruct the achievement of the values of democracy. Economically, democracy becomes practical only in such a society with equality.

 

 

 

Communists believe that there are no classes or different interests in a society with economic equality. That’s why there are no conditions for the formation of many political parties to represent and protect the specific interests of the classes. He says that in a classless society political parties

 

There is no need left. This is the reason why communism does not accept plurality of political parties. But for the attainment of the values of the people’s democratic system, it is necessary to have the leadership and direction of the society. So that co-ordination can be maintained in all the means and powers of the society and arrangements can be made for the fulfillment of the ends. For this, a party (communist) of the entire public is needed, which gets the monopoly of using, directing and controlling political powers for the society. This communist party truly represents everyone and makes possible the use of political powers in everyone’s interest. Such a party is not a symbol of exploitation and oppression, but remains a means of practicing public interest. Only a society with such a system can be called democratic.

 

 

In the communist world, all those ‘formal institutions’, which are found in liberal democratic system states, are adopted in the constitution. As the constitution is made written, immovable and ‘supreme’. Division and separation of political powers is found. Fundamental rights are provided to the citizens by the constitution and institutional arrangements are made for the continued responsibility of the government. Not only this, the pretense of ‘rule of law’ is also well established from the legal point of view. These constitutional arrangements, influence on political power

Vaashali is going to work to curb its misuse by exercising control. That’s why it is said that real democracy exists only in communist states.

 

William G. Andrews has rightly written that, “From the point of view of procedural democracy, the Constitution of Russia establishes all those parliamentary institutions which are prevalent in western countries and limits their mutual relations in the same way.” There are many such arrangements in the Constitution of Russia which establish the standard and procedural rules of power control in accordance with the Western tradition. The Constitution of Russia has a systematic protection of the fundamental rights and freedoms of the citizens, a clear description of the mutual relations between different governing bodies and a procedural agreement for the determination and implementation of public policy. In all these respects it is not at all different from the western democratic constitutions.

All the institutional arrangements found in Russia and other communist constitutions appear to establish democracy, but in reality democracy is not followed in communist societies. All the institutional arrangements of constitutional checks on the holders of political power in communist states are mere ‘formalities’. In conclusion, in the words of Alfred Meyer, it can be said that “the entire constitution of Russia is a fraud, it does not work, and it does not even reflect the nature of the political system.” There is freedom and he does not get the option to choose the path of development of his personality. Therefore, the idea of communist democracy can be said to be very new and unique.

Ellen Bal has found them different from liberal democracies on the basis of describing the characteristics of communist systems. These symptoms are-

 

The government is politically associated with all aspects of individual and social activity.

 

Only one party is politically and legally effective. All political activism passes through it and the party provides the only institutional basis for competition, appointments and opposition.

 

Theoretically, there is only one distinct ideology which regulates the entire political activism within that system. This ideology is much more than theory. It is an instrument of governance and manipulation.

 

The judiciary and the media are tightly controlled by the government, and civil liberties as defined in liberal democracies are severely curtailed.

 

Authoritarian rule lays emphasis on mass activism with the aim of providing a democratic basis and to obtain widespread public support for the rule. Government is legitimized by public participation and public acceptance.

 

 

One thing is clear from these symptoms that there are fundamental differences in values, principles and procedures between the liberal approach to democracy and the communist approach. For this reason, if we look at the basis of the theoretical interpretation of democracy, which is largely inspired by liberal notions, then the communist system cannot be called democratic, but it can be blamed for the conclusion that we use liberal democratic systems as a standard. We are using it and consider it undemocratic to deviate even a little here and there. There seems to be a lack of rational basis here.

 

 

The liberal and communist types of democracy have been discussed above. The situation between these two types of democracy has also become many names and forms. In such forms of democracy only those names and forms come which are given the nouns of basic democracy, directed democracy or controlled democracy. In the form of these types of democracies, we can take the governance systems of emerging nations whose social, economic and political status and intellectual level of whose people, in these countries, both western and communist type of democracy do not prove suitable and In which democracy is implemented on the basis of limited, directed or controlled expression of public opinion.

 

Well the truth is that democracy in developing countries is still going through a period of instability. Due to the political processes in these countries being in a state of transition, the foundations of democracy have not been enshrined in the constitutions. Fundamental amendments are made in the constitutions again and again and in place of one value another value is being adopted. The circumstances of these states are such that sometimes it becomes necessary to bring the conflicting goals into a state of harmony. Along with the need to speed up the pace of economic development in these countries, it is also necessary to adopt means of political stability and legitimacy of political power. On the one hand, the legitimacy of political power is through free, fair and regular elections in the context of competitive political parties, and on the other hand, coordination of all means for the rapid pace of economic development can be established only when competitive politics is curbed. To be planted For these reasons, a new form of democracy is seen developing in many budding states.

But in all developing states people

This new form of Tantra does not appear to be the same. In many states, the institutional arrangements of democracy and the ideals of political society are going in the same direction. The democracy of these states has come to be known as socialist democracy. The values of political societies in these democracies are similar to the concept of liberal democracies, freedom,

 

Political equality, social and economic justice and public welfare are only for the practice, but from the point of view of resources, socialist democracy seems close to communist ideology. Because faith in communist structures and institutional arrangements is getting stronger in these states. Along with the political aspect of equality in these states, the economic aspect of equality is also considered important. The exemption of competitive politics remains till it does not become an obstacle in the efforts of economic development and in the system of economic justice.

In developing states, efforts to reduce economic disparities for economic justice and to remove obstacles coming in the way of economic development, banning political freedoms and competitive politics are the main features of democracy. To do so, in fact, is to make democracy meaningful to millions of naked, hungry and sick people. For example, the same form of democracy is being established in India.

 

Declaring a state of emergency in India on 26 June 1975 and restricting the freedoms of some people who were running rampant is not actually the abolition of democracy. It gives the true form of democracy. So we appeared in the February 1976 issue of Norman D. Palmer’s ‘Asian Survey’

An article may not be considered suitable. Many of the experts of Indian politics in western countries have tried to tell in their articles by using similar titles that the ‘era of democracy’ is over in India. These authors have considered only one main reason for the end of democracy and that is the restriction of the freedom of some people to do whatever they want by the government.

 

Should political freedom, if it is meant for a few, be allowed to be used unfettered to eliminate the basic values of the society, so that they can exploit countless people, use them to fulfill their interests, democracy? Will you say? Public participation is considered very important in a democracy. Mrs. Indira Gandhi while inaugurating the 56th convention of the Indian National Trade Union Conference on November 15, 1975, perhaps rightly said that “freedom becomes real only when it brings some relief to the vast majority of people who have been suffering and neglected”. For the last 40 years in India, in order not to tarnish the name of the so-called liberal democracy, constitutional means have been openly used by some sections and people for mass exploitation and foreign and Indian scholars have been talking about the democracy of the political system, freedoms. remained and exploitation, injustice and disorder increased, but these scholars said that all this is a deep solidification of the roots of democracy. In fact, these western experts, including Myron Wiener, came to India and observed Indian democracy from the air-conditioned rooms of high-rise hotels and concluded that India’s democracy is lighting the lamp of democracy in Asia. While the facts present a different view. Freedom, political equality, social and economic justice and public welfare had remained meaningful only for some people of some classes, at the cost of the interests of all people. In such a situation, democracy cannot be said to be ‘on track’ but ‘derailed’. Therefore, the socialist approach to democracy, inspired by the goal of arranging freedom for all the people, is such a system of economic, social and political equality in which justice is done to the entire public and everyone’s welfare can be served.

The socialist view of democracy is not a middle ground between liberal democracy and communist democracy. This is a unique idea in itself. In which lies the effort to achieve the theoretical system of democracy in practical form. Political equality and freedom have also been emphasized in socialist democracy, as well as the importance of its social and economic aspects has also been considered basic.

It is not the middle class of these two because in place of coordination of both types of democracies, different values, principles and means have been adopted from both. Liberal and communist democracy are incompatible. Their combination is not possible at all. Therefore, it would be wrong to call socialist democracy a ‘khichdi’ of these two. Freedom and equality have been given special meaning in socialist democracy and this meaning is more in line with the spirit of democracy, because in these sense freedom and equality and justice can achieve the ultimate objective of personal dignity of a person.

 

 

This creates conditions for meaningful and competitive politics for public participation in politics. Otherwise, a person with a monthly income of Rs 150, in spite of all the freedoms and exemptions of their enjoyment, from a person with a monthly income of Rs 1.5 lakh.

Can there be competition? Socialist democracy aims at minimizing the economic disparity between the two rather than equalizing them to make competition realistic. Therefore, to understand socialist democracy in the true sense, it is necessary that the realities of societies should not be ignored.

It is clear from the discussion of this approach of democracy that most of the states of the world cannot be included in the socialist structure of democracy. In fact, this model of democracy is very complex. Political systems deviate from the fundamental assumptions of this view by simple structural manipulation. Therefore, the conclusion of Dr. Iqbal Narayan that “the states which do not come under liberal or communist democracies are known as socialist democracies,” cannot be valid. In fact, most of the states of the world can be kept in the category of either liberal democracy or communist democracy and perhaps only some states like India can be said to conform to the criteria of socialist democracy. Rest of the many developing states are administered according to the spirit of socialist democracy neither in theory nor in practice.

It is clear from the discussion of different perspectives of democracy that the concept of democracy has been changing. Because still man has not been completely successful in trying to survive on the physical level. When the entire humanity will attain a certain standard of living, then perhaps the values of democracy will begin to be redefined.

 

 

Meaning of democracy

There is maximum difference of opinion on the meaning of democracy. Many definitions and interpretations have been given to it. It has been called from being pompous to the best. Sartori did not hesitate to say that “democracy can be defined as a pompous name for something that does not really exist.” Therefore, it would be futile to try to reach a general agreement on the meaning and definition of democracy. . At present every governance system is called democratic.

Abraham says that ‘the democratic ideal consists of the notion that man is a rational being capable of deciding upon principles to act upon and of subordinating his personal desires to those principles. In fact, this concept is very important in itself, because if people do not listen to the call of conscience, then democracy will never become a stable system of governance. The conflicting claims, aims and interests of persons can never be reconciled by dispute and negotiation unless there exists generally accepted rules on the basis of which the party to the dispute shall be considered victorious. Can’t be done The simplest and clearest of these rules is that the decision and opinion of the majority should be accepted. It has to be noted here that the blank principle of majority is also as irrational as the notion of ‘whose stick is his buffalo’. Man is not only a rational machine, but he is also an effigy of emotions. Therefore, the democratic ideal has to be assumed that by efforts man can be brought from the level of emotions to the level of conscience so that he can decide his differences by negotiating or taking the support of some principles. In this way, the concept of rationality of man should be embedded in the democratic ideal. If the matter of rationality of man is left out, then an anarchic society will be established in place of a democratic society.

Even once Hitler preferred to call his rule ‘German democracy’ while talking about democratic rule. Today the name of democracy has been made so sacred that no one can dare to call himself undemocratic. Broadly speaking, democracy is that type of governance, in which the power of governing the state is not vested in any particular class or classes, but in the members of the entire society.

While defining democracy, Dicey has written that “Democracy is that form of government in which the sovereign power remains in the hands of the people as a whole, in which the people have their final control over the matters related to governance and determine that in the state.” What type of governance should be established. Democracy as a type of state is not only a method of governance, but it is also a method of appointing, controlling and removing the government.

If we take Abraham Lincoln’s definition, “Democracy is the government in which the government is of the people, for the people and by the people.”

Rejecting these definitions, some thinkers ask to see democracy in a broader sense, not confining it to governance. Giddings says that “democracy is not only a form of government, but also a form of state and society or a mixture of all these three.” Taking it in a wider sense, Maxi writes that “democracy in the twentieth century means a Political law is not only the method of governance and the structure of society, but it is the search for that way of life in which conformity and integration can be brought about on the basis of free and voluntary intelligence of human beings. Democracy seems to be a broad and ambitious idea from the above mentioned definitions, but instead of clarifying the meaning of democracy from the above discussion, some confusion has increased. Democracy does not have one meaning as a concept or concept, but it has three interrelated meanings. It means-

(a) It is a method of decision-making, (b) it is a set of principles for decision-making, and (c) it is a set of ideal values.

This means that in a democratic system, the broad objective of the values and decision-making process that guide democracy should be the day-to-day execution of all public works within the ideal ethics of the present. In every political society, the final destinations have to be determined. What should this destination be? Who and how to determine these destinations? These are the fundamental questions before every political society. The ultimate objectives of these destinations are named as the ideals of the society. In every society, there are structural arrangements to protect and achieve these ideals. It lives not only in democracies, but also in dictatorships. But the processes related to these structural systems are different in democracy and different in dictatorship. If the whole society

 

Principles and methods of making decisions to be taken

If the policies are such that the whole society participates, then that political system is called democratic, but if only one person or group of people takes decisions for the whole society, then that system is considered a dictatorship. Therefore, the important aspect of democracy is the method or method of decision making.

Here the question arises as to how and by whom

Should the decisions taken by the government be considered as the decisions taken by democratic law? The answer to these questions was also given by Aristotle about two thousand years ago, which can be said to be valid even today. Aristotle said that “in a democratic form of decision-making, the office-bearers are elected by all of all, and all over each and each over all,” i.e., a democratic decision is a decision made by the entire society. Can be called. This means that democracy in nature has a special way of decision-making in a political society and its special pre-conditions. It can be understood only by discussing them that what is the meaning of democracy in the form of decision making? This side of equality considers the system of including the citizens of a society in the process of governance. This gives an opportunity to all the people to participate equally in the governance. In this, voting, being a candidate for an elected post and getting a government post are important. In all these, giving equality of opportunities to all is called political equality. It is considered the basis of democracy. The other side of equality is civil equality. It means that everyone should get equal opportunity of citizenship. (9) Presents the ideal of equality and respect for the dignity of the individual.

 

 

The above mentioned qualities of the democracy system make it clear that in this system no person can complain that he has not got the opportunity to speak his mind. Because the first task of a democratic system is to give maximum opportunities to the people to express their views and to satisfy the curiosity of the people. Herman Finer says that ‘In a democratic system of government, the development of the standard of living is unusually high. This is due to two reasons- First, there is freedom to do new adventure business with government control and activities under democracy instead of forcefully imposed plan. Second, it is also true that some political parties, possibly all necessarily, continuously teach the usefulness and importance of high standard of living. Therefore, it would not be wrong to say that the democracy system is very successful in creating a suitable environment for social, economic and political reforms.

These qualities of democratic governance systems mostly remain theoretical. In practice, their achievement is difficult if not impossible. Mere opportunity or environment is not enough. Then the question arises whether equality, justice and public participation can be arranged in a democracy? In this regard, it can be said that there is no fault of the democratic system in this. If a theoretical system does not become practical, then the fault lies with the people who implement it and not with that system. It is not enough for the citizens to be honest, dutiful and sensible so that the benefits of democracy can be achieved in practice. For this, absence of economic disparities, social equality, political freedom and tolerance are also necessary.

 

 

Some thinkers consider only its opposition as strong due to practical difficulties in making the democracy system work. Due to these practical difficulties, democracy has been severely criticized. Some scholars have even started saying that there is no use of democracy now because democratic system is not found anywhere in the true sense. It is true that despite its theoretical superiority, the implementation of democracy creates many defects. Lord Bryce has pointed out its following defects-

 

 

(1) Use of money power to pervert the administration or constitution.

(2) Inclination towards making politics a profession of earning.

(3) Unnecessary expenditure in governance.

(4) Wastage of the principle of equality and underestimation of the proper value of administrative acumen or ability.

(5) Excessive emphasis on factionalism or party organization.

(6) Keeping votes in mind while passing laws by members of legislative assemblies and political officers and tolerating the breach of proper order.

 

Because of the difficulties in giving practical shape to the theoretical system of democracy, Plato and Aristotle had described this system as a perverted form of governance. Any idea does not remain superior in practice just because of its theoretical superiority. Due to the impracticality of democracy, critics say that the principles of democracy are highly idealistic and imaginary. In practice, democracy becomes ‘governance of the poorest, most ignorant and most inept people’ by basing the burden of governance work on the entire public, because the general public is not only ignorant of the intricacies of governance, but is also not capable of governing.

 

This is the biggest irony of the democracy system that in this the most qualified persons – the elite class, who are active in the implementation of the ruling power, are controlled by the most unfit persons – the masses. If that control becomes effective in practice, then democracy becomes mobocracy in true sense. Therefore, the faults are not in the democracy system, but in the rulers and the ruled involved in implementing this system. In fact, these defects come in democracy in practice because the people who practice it are not able to keep themselves at that level, which is required for the success of democracy. But the critics of democracy must agree on one thing.

It must be that in spite of these defects of this system, this system is superior to all other systems. This is the reason why in many states of the world, even after the overthrow of the democracy system by some ambitious politicians, efforts are being made to establish it again. In many societies, citizens have been re-establishing democratic rule by resorting to revolution.

 

The critics of democracy also cannot deny the fact that in spite of all the defects, perhaps the democratic system is the best means of making possible the dignity of man, the respect of his personality and his participation in the work of governance. It is not only a form of governance, it is a way of life. In this the intention of the completeness of the person is implied. This is a system that provides opportunities for development of various aspects of a person’s life, not separately, but jointly. The superiority of democracy is indicated by Mill’s conclusion in which he has said that ‘inspite of giving full importance to whatever improvement appeared in the tactics given against democracy, I gladly decided in favor of it’.

 

 

The totalitarian system is completely opposite to the democratic system from the point of view of goals, means and policies. It is based on the wishes and concepts of a dictator or powerful group. In this there is centralization of political power i.e. political power is in the hands of one person, group or party. It exercises complete control over economic activities. In this, the entire system is controlled from an all-powerful center. In this, cultural diversity is abolished and an attempt is made to bring the whole society under common culture. In fact, such an effort is made to end the diversity of attitudes and by doing so, the orders and orders given by the center are obeyed. Efforts are made to remove the obstacles that come in the way. The totalitarian system is related to an all powerful state. In this, considering the whole or the whole as real, it is organized to fulfill its interests. What goods will be produced, when, where, how and by whom and who will be benefited from it, it is decided only by a political party, group or individual. It has room for individual courage and action.

Autocratic systems are prevailing in many states of Asia these days. Wherever democratic systems are visible in these continents, the seeds of autocracy seem to be growing in them too. Dictatorship also has many meanings and forms like democracy. In brief, its meaning, purpose and characteristics are being discussed.

 

Dictatorship has always existed in one form or the other, but in ancient times its meaning was completely different from what it is today. For the sake of clarity, we are discussing the ancient and modern meanings of dictatorship separately.

 

 

 

In ancient times, the dictatorship system was not seen from the point of view of malice. Such a system was adopted either to successfully combat special crises or to achieve the goals of public welfare quickly. In the Roman Empire, sometimes special officers were appointed in times of crisis and to maintain law and order. These officers were given special powers to deal with the crisis and were called ‘Adhaniyaks’. He was called by the name of dictator because he had unlimited powers to give orders. Thus, the word dictator basically means one who commands. In Rome, supreme powers were given to the dictator only to face the crisis. When the crisis ended, the post of dictator also ended. Therefore, dictatorship in Roman used to be only a temporary experiment. The dictator was elected by legal method and legal restrictions were imposed on him so that he does not become a tyrant. It was necessary for him to submit the exercise of his power to the scrutiny of ‘permanent authority’.

The use of dictatorship in this sense can be considered prevalent till the middle of the last century.

Ferrini, the ruler of Emilia, in 1859 and Garibaldi, the ruler of Sicily, had declared himself a similar dictator in 1860, but the purpose of becoming dictator was to do public welfare in his country. Karl Marx also took the same meaning of it while rendering the dictatorship of the proletariat. Mention some of the characteristics of this type of dictatorship.

It is necessary to differentiate it from theocracy. In ancient dictatorship, the following characteristics can be considered as major-

In relation to the above characteristics, it is to be noted that dictatorship systems were law-governed systems and government power was used for the welfare of the people. In such systems, the responsibility and legitimacy of the dictators remained in such a way that the public opinion remained favorable to them. Generally, the majority of the public was helpful and supportive in the exercise of their rights. In true sense, governance was only for the people.

 

 

In modern times the meaning of ‘dictatorship’ has completely changed. Nowadays, it gives the sense of autocratic and tyrannical rule. In this, the state power is vested in one person and the government runs according to the will of the ruling person. There is no control or restriction on such a dictator. Modern dictators are not elected at the time of national crisis, but they often gain power as a result of sudden coups. The basis of their political authority is the use of force. They remain in power only so long as the use of force helps them to remain dictatorial. They are not responsible to anyone. In dictatorship, the entire power of the state is vested in a single person who considers himself the embodiment of the state.

All three examples had one symptom in common. In all this, the leadership of an individual was emphasized, but after 1945 only collective leadership is found in authoritarian systems. This system is now found in Russia and China as well as in the communist states of Eastern Europe.

 

Ellen Bal has discussed the characteristics of authoritarian regimes on the following points-

 

(a) In principle, the government is politically associated with all aspects of individual and social activity.

 

(b) Only one party is politically and legally effective. All political activism passes through it and the party provides the only institutional basis for competition, appointments and opposition.

(c) There is, in principle, only one distinct ideology which underlies the entire political activism within that system. It is an instrument of governance and manipulation.

(d) There is tight government control over the judiciary and mass media and civil liberties as defined in liberal democracies are severely curtailed.

(e) It lays emphasis on mass activism with the objective of providing a democratic base of governance and to gain widespread public support for governance. Government is legitimized by public participation and public acceptance.

It is clear from the above characteristics that ideology has the most importance in authoritarian regimes and there is a political party with monopoly for the implementation of ideology. This team controls and directs all the activities.

 

Therefore, political party of one ideology, absence of competition and completely controlled life are its main features in authoritarian regimes.

 

 

(2) Autocratic rule

 

 

It is very difficult to have a clear definition of autocratic rule, because generally such regimes are temporary. It is to be noted here that the regimes which are not classified in liberal and authoritarian regimes cannot automatically be included in the category of autocratic regimes. Similarly, authoritarian regimes should not be synonymous with ‘third world’ or ‘developing states’. By the way, most of the remaining states can be included in these governance systems, except for the liberal and authoritarian states, because the difference of symptoms in them is not characteristic but only minor.

(a) Significant restrictions on major political competition (i.e. political parties and elections).

(b) Absence of dominant political ideology like communism or fascism.

(d) The political authority often places more emphasis on coercion and use of force in order to obtain political conformity and obedience.

(f) Civil liberties are rarely allowed and there is direct government control over the media and the judiciary.

There is a lot of difference between authoritarian and autocratic governance systems. This difference becomes clear from the above discussion. Thus, the modern form of dictatorship has become very different from its ancient form. In modern authoritarian systems, it becomes easy to interpret the symptoms of these systems due to the restriction on individual’s liberties and controlling every aspect of human life. The authoritarian and autocratic forms of dictatorship have been discussed earlier. The study of their characteristics indicates that despite the differences in both the systems, there are strong similarities. There are certain features which are found in both the types of dictatorship. Peter Merkle in his book

By discussing them in brief, the common features of both these systems can be well understood.

(1) Generally, by autocratic systems, the meaning of a dictator who is omnipotent is taken. But there is not a single such example found in history when a dictator used all the state powers alone. He has also been an advisor, supporter and ally of Hitler, Mussolini and Stalin. Because in a dictatorial system, the basis of supremacy and extraordinary power of the leader is the leadership of the party. In these systems, the leader is either the originator of an ideology, or a major modifier of a prevailing ideology. He is considered to be the sole interpreter, protector and implementer of the ideology. Therefore, for the members of the party who are completely dedicated to the ideology of the party, that leader becomes godlike and an object of reverence and the same power becomes ultimate and supreme. This leader is not responsible to anyone, does not take orders from anyone and can remain free from the shackles of circumstances. In order that no one can challenge the power of the leader, every dictator takes support of three means- (1) He keeps eliminating all possible enemies and opponents from the party on time by using barbaric methods. (2) Spreads fear and terror in the hearts of all his associates and followers. (3) Does not allow the power structure to be stable.

 

In this way, in order to maintain the supremacy and power of the leader in dictatorship, the leaders use two of the above three methods, but through the third method, they do not allow the institutional system to challenge them to flourish. The biggest danger to the leader in dictatorship is the establishment or development of such institutions which start taking decisions on their own. Such a condition is a sign of the weakening of the power of the leader, which essentially keeps on changing in the leadership. (2) In dictatorial systems, whatever be its form, the pretense of a monopoly political party is definitely found. This political party is the controller of the whole life.
